30 MPH is 44 ft/sec, so 10 ft per sec is about 6.8 mph.

But there is an assumption that the electric generates 55# of thrust while the boat is doing 10 feet per second, and it probvably does not do that. The 55# is most likely a clamped motor rating, and as the boat gets moving, and the motor RPMs go up the Amps will drop and so will the thrust.

That one HP at 55# thrust would need at least 63 Amps at 12 Volts, or 32 Amps at 24 Volts. And by then you are way over the weight of a 4 hp gas motor I would think.
