Bait, live or dead, soft artificials which are likely to be inhaled sure circles but struck plugs for Tarpon e.g. Mirrolures, Spooks, Rapalas etc removing trebles and putting single circles if Bouncer does it I'd like to see a picture of those modified plugs...not soft artificials which are fished essentially like bait...in my youse when plugging with Mirrolure red and white and a Abu 6000 I never had a Tarpon stick for more than two jumps...always reverted to live Mullet or live Cats or dead headless Mullet...Now I use circles for all baited fish particularly slotted Snook...never did pre slot...because I kept them and ate them. As for salt flyfishing...never gill hooked a Tarpon...in 25 Permit gill hooked one with a Merkin; however, just a big Pompano dinner at 8. After spending the coin for Permit over the 20 odd years...I confess to entitlement hubris to kill one Merkin gill J-hooked and dinner at 8...cannot recall whether it was G. Cru Chablis or domestic Chard...
