Circle hooks on flies has been long proved to be an even worse hair-brained concept - they just don't work and no one fell for it for long. You can't set the hook with circle hooks. You're right about enforcing the so-called carbon hook concept - No stainless hooks can be pretty easily enforced - stainless hooks are fairly obvious.

Fishing barbless is the most practical conservation regulation that is easily enforced and is in practice in many places, especially in Canada.
