Well, there is some good news and some bad news. The bad news is a 1996 2-stroke likely can't be used on any of the inland waters that are CARB sticker restricted and it's highly unlikely (probably impossible!) that you could get a CARB sticker for it. The good news is that very few inland waters are currently CARB sticker restricted (but some are so it'd be wise to check before venturing out to see if yours has any). The last good news is that currently, no saltwater restrictions are in place so you could still use it in the salt. Otherwise you're pretty well hosed!
