baby tarpon in Mexico

I am trying to find a location in the coastal Yucatan Peninsula of Mexico for baby tarpon somewhere between Villahermosa and Merida. Possibly a Mexican fisherman with a panga who knows the rivers, lagunas and esteros full of baby tarpon. I confess I have never visited this area and appreciate any info you could send my way.
