From Muertos Bay to Buena Vista the beach is inaccessible by road and there isn't a human settlement that you can't throw a rock over. This isolation and the inaccessibility of this area combined with the lack of any "Biosphere Reserve" designation insulates poachers from intervention by law enforcement or concerned citizens. There are still (much reduced) seasonal runs of pelagic fishes through this area but the population of resident fishes has suffered greatly - but not as much as the reef fishes around Cerralvo have suffered from spearfishing.
