They should be able to fish to rising trout on Rock Creek. Lots of access on the road. Don't think that just because the river is close or right next to the road that there are no fish. Any place that looks like a good place to park off the road is there for a reason. Pick your spot and look for heads. It is not that technical and a little observation before making a presentation will prove beneficial. Had a chance to see stream samples done by a fisheries biology students while fishing the river. Thought they were cleaning fish at first, when approached found out otherwise. Primarily midges, mayflies and one large stone fly. Try a dry dropper set up and they should be fine. Size 16 parachute adams or even better, a cripple emerger will work. As was mentioned earlier, shaded deeper pools with moving water works best. You can find smaller fish in the shallow riffles that will eat. The bigger parking areas with river access get pounded. Try to find areas with no vehicles and go for it. Make sure you have a full tank of gas if you intend to drive that road to Phillipsburg. Rock Creek Lodge, just off Interstate 90 will gouge you.
