The idea of filling the tank completely before storage is applicable to vented tanks that can not close the vent ie most built-in tanks. If you are tilting the tank around I would guess you have a removable tank with a variable vent. I suspect just closing the vent tightly on a full or empty removable tank should prevent most of the problems although a full tank is probably still the best bet before storage.

If you're just trying to get a really full tank for a big trip you could bring a 5 gallon jerry can and fill that also then top off the boat tanks from the jerry can instead of from the nozzle.

Rec 90 / non ethanol gas is the way to go on the boat if you can find it. I'm pretty sure it's illegal to use for on road vehicles or I would put it in the truck too..
