I would go with a Mix & Match Shooting Head tip system. Rather than explain it all to you here, I'm going to give you a link to an article I wrote which explains all. This system is a must for steelheading and for fishing from shore "up-hill" from deep to very shallow water.

I would use an intermediate to type 2 sinking head, 20 feet long with a tip of type 4 to LC-13 10 feet long. The tip will get you down deep enough (most of the time) but the 20 belly will ride up over the lip and shallows much better. Do not fret about "hinging" since it's negligible.
