Yes, if you hit the weather right, you can get into some great top water action. The top water action is still good, and sometimes better, in the wind; however, it is just more difficult to see the weeds/holes.
Also, with so many small stripers, I like to use a bigger fly, which helps keep them from getting stuck...sometimes.
It is also fun to catch these schoolie stripers mid day, (when it is flat calm) with damsel pattern; but you need to be elevated, in a boat, to see them.
Usually, they start the weedcutting operation about this time of year, so take advantage of the weeds, while they are thriving! Between the scuds, damsels, and hiding smelt, the stripers really love those weeds! Years ago, when we had a solid population of 8-10 lb. stripers, in the Forebay, it was a blast catching them on top water!..... ....however, actually bringing them to hand was another issue. Grin!
