The folks at VIMS did test several species. No offshore species, but inshore fish like stripers, red drum, seatrout, and a few more. In general, none responded to small rattles or human voices outside the tank. A loud bang (like an anchor hitting a deck) got a nice response. "Clacking" plugs with were heard by some. They did not hear high frequencies like fish finders, though bunker could. I guess the bunker can hear dolphin sonar. It is very interesting info....

Their summary was you can talk in a normal voice in your boat and use your fish finder without spooking fish. But don't slam hatches and bang your anchor. No need for fly rattles. Rattles in big plugs can be heard so they might either spook or attract fish.
