You perfectly describe a Banksiola caddis or one of its kissing cousins. No other caddis this size makes the leisurely emergence you describe and they hatch in Yellowstone in mid to late summer. They are called a traveling sedge because they often run atop the water rather than fly straight away. Kaufmann's Stimulator works as well as anything. Attached is a picture of one taken a few miles from Yellowstone Lake.
