Push the second bottom all the way down until it touches the cones on the fixed bottom. Then pour in water until it floods up through the holes covering the second bottom a 1/4 inch or so - enough to keep your fly line wet and lubed.
One other thing I did, was get and extra top band (the white band that keeps the opening round) and push it all the way down against the second bottom to keep it from working up - which it will do as water sloshes around.
This system works great! The weight of the water adds about 7 pounds of ballast to keep the bucket from tipping or being blown over. I have both my full-size and travel-size buckets set up this way. When traveling I use the second bottom for a top.
