You should look into the Orvis Safe Passage Gear Case (see photo). It fits six salt water rods and all the reels you need to go along with them and then some. I've used mine on several trips over the past two years and highly recommend it. After it's loaded, I put it in with my soft sided rolling travel bag and pack clothes etc. around it on all sides/top/bottom for added padding. At first I was worried, but my confidence level is now really high about it being enough to protect my gear (rods especially). I am so glad to be done with the days of checking or carrying rod tubes separately from the rest of my check in luggage. It also lets you organize, what use to be, all those loose reels floating around in your bag. BTW Fishpond makes a similar item. The main difference is that Fishpond one has a hard flap, that I haven't found necessary, covering the rod section.
