There seem to be two thoughts on here as to why a rolling 12 month license would have some difficulties. BUNK!

1. Enforcement - what a silly argument. The officer has to look at your license to see if its current. If he can read 2013 and know that's ok and read 2012 and know its not ok then he can read March 6, 2013 and no that's okay and that March 5, 2013 is not. Good grief....

2. Forget to renew. This one has almost a little bit of credibility. This is 2013. Put a reminder on your phone, laptop, ipad. Shoot right it on our calendar if you are still using a hard copy. But this is a lame excuse to make guys buy two licenses in the same year because some people can't keep it straight when theirs expires.

I suspect the real reason some states keep the calendar year version is that they make more money doing that because a guy can't go fish in the fall then come back that winter or next spring w/o having to buy a second license.
