I spent a few days on the East Cape, about 50 miles north of Cabo, a few years back. I fished from shore most mornings, just around dawn, with an 8wt and a 250gr sink tip line. Flies were surf candies and clousers in olive, chartreuse, white, size 2. I caught mostly croaker and ladyfish with one rooster. The fish were generally around 2-5 pounds. I saw some jacks, but did not hook any.
If you are on the southern tip, close to Cabo, then expect the surf to be pretty strong. I understand that it can be pretty dangerous to wade there.
