Steve,
Are you sure that the white residue you are seeing is not the start of a corrosion problem between two dissimilar metals, the steel screws and the aluminum frame.
The junction of the foot to the frame is an especially vulnerable spot for corrosion.This not an uncommon problem for reels used around salt water.
