I bring a minimum of 6 but sometimes 8. I place them in my duffel, sometimes in the built-in rod tubes with a couple of 3-inch diameter drain pipe tubes in the bag for the extras. I've never been tagged for having too many rods; but, I have to admit the last 3 times to Loreto I got the "green" light and they didn't check my bag. I never travel any more with a huge rod tube that will flat their attention.
The last trip with Keith Kaneko to the Northern Yucatan for tarpon, I had six rod carried the same way but when the customs agent spotted Keith he just waved us on.
A lot depends upon my destination and the species. Loreto for example, is a multi-species venue and I never leave the beach with less than 4 rigged rods and sometimes a half dozen. Plus I want back-ups for breakage.
I just take what I think I may need to cover the bases and take my chances.
