A few years back, I had one client bring in 7 rods & reels. It was all fine and dandy in the US but when he arrived in Mexico, they pulled him to the side and into an office. Told him that he would have to pay $400 tax for all the fishing equipment. It took a while but they settled on $200 and he was on his way. They show the declaration paper stating 4 rods, 4 reels, etc. I got nailed one year for carrying 50 rolls of film, you know, that stuff that use to go into cameras. On the declaration it states 12 rolls, I paid $80.00 for the overage. I've been doing this for a number of years and my stay is usually 3 months or longer. Since that time, some of the people checking bags will recognize me and just wave me through, lucky....
Now, for me I leave all my equipment in La Paz so I carry no equipment except a few lines and flies. The only problem I see it that when I decided to bring back all this equipment, I'll be packing 300lbs of stuff
So long story short, you never know what's going to happen in Mexico.
