I have been to Mexico a dozen times or so, and always bring a bunch of fly/conventional rods for myself and my wife. I have never had any issues with rods (I usually have a black Plano airline tube checked in, plus a carry on tube with 2 or 3 rods 4-piece in it).

However, the folks at the airlines in MX are notoriously inconsistent in how rules are enforced, so you never really know what you will get!
