I hear you about NOT solving the mystery. I suspect that the bulk of steelhead make a great circle route ( the North), as salmon do, so they are always "migrating" through a seasonal pattern....and that constant migration is very close to the shoreline. Certainly they get concentrated (with salmon) at the river mouths and other bottleneck points.

But that is all sheer guess and speculation...based on where they are demonstrably NOT (out in the open ocean)..and the few clues such as we fill in the blanks. Your catches and observations are more such clues.
