Striped bass populations were relatively stable in comparison so one would be hard pressed to say that predation was a major factor.

Let me guess:

We had several (relatively speaking) high water years followed by drought in combination with a noticeable lack of upwelling (perhaps tied to climate change and a pool of warm water off the coast)that affected krill populations but we are still somehow supposed to buy into the departments hogwash about predation being a "factor"
