Rods are not standardized.
AFFTA line standard has nothing to do with DT. It just tells you how much the front 30' (excluding level tip) of a line must weight.

And no, there is no optimal load. And no, you do not need to upline with a short head if you don't want to. The line weight is more about the distance you need to cast (heavier goes further easier/with poorer technique) and flies you need to deliver.
