Dale, in the shallow water with coral and turtle grass, the line and the fly get hung up on the bottom and then you spook the fish trying to unstick it or you just can't move the fly so no fish. That's why the line needs to float and the crab needs to settle hook up. For permit, the challenge is to drop it as close as you can without spooking the fish, so they can see it move. Too far and they can't see it. The guides keep saying "catch the fish or spook it." Mike Schoder has a great post on another site about permit fishing. I'll get him to post it here.
