I am not sure how else you can catch tuna if it isn't with chum or trolling.... no matter what gear you use. Rarely if ever do we find them breezing and busting on bait and even then they are hard to sneak up on. Is fishing a "natural" bait ball any more significant than a "DYI" bait ball?

You can sight fish for tarpon and permit with a reasonable amount of success and consistency so no need to chum. I would just hate to run 50 Nm out in the Pacific Ocean and expect to catch an albacore "fan-casting the area".
