It seems that at some point ,specific man made features in the environment become naturalized. For instance Elkhorn Slough where I live is considered sacrosanct from an environmentalist's point of view. However Elkhorn slough as she exists now is a man made shadow of what she once was. In fact Elkhorn has gone from a seasonally brackish and fresh body of water to a fully tidal, fully salty body of water. While the slough is beautiful it is not anything like she was in terms of fauna that calls it home now. However if you want to paint your house white within sight of the slough the county has make certain that it will not affect the slough environment negatively. If these turkeys want to remove pilings and old wrecks and seine for predators they should be subject to all regulations regarding EIR reports, fishing regulations with regard to by catch of marine mammals and other endangered species etc. Just sayen' whats good for the goose is good for the gander. If it were me I would tell them that experimentation with an endangered species (salmon/steel head/delta smelt)is not acceptable. That is what DFG told me. Seining will certainly affect those populations. If they can guarantee that non of the species will be caught in their seines then file for the permit and pay for the observers to insure procedure is followed and any by-catch is documented. This is standard commercial fishing procedure. Sediment stirred up by the removal of structures must be mitigated. Wrecks must be surveyed prior to removal to insure no toxic substances are released during the removal. Etc. Etc. All of us are subject to these same regulations, our water experts must be held to the same standards. Tie'em up in their own red tape.
