I've fished the Bacalar Chico Reserve (west of Xcalak) before while staying at El Pescador Lodge on Ambergris Cay in Belize. The only other boats we've seen up there have been skiffs that travelled from Xcalak to fish here. I am unaware of other areas that they fish. Looking at Google Earth, there are lots of areas.
We typically encountered smaller bones in the 2-3 pound size on the mud flats. Not particularly selective, any #4-6 Gotcha-type fly will work. They are lots of fun on 6 or 7 wt. Most were cruisers or tailers. There are schools of smaller permit and ocassional snook up in this area as well. The permit up there seem to like fast-stripped Gotchas. I've seen snook up to 15# there as well. Your favorite Deceiver-style fly in size 2 with a loop weedguard will work and allow you to shoot your casts under the overhanging mangroves and into downed branches with confidence. A 40# fluoro bite leader will help reduce chew-offs.
