I thought the same thing Charlie and don't know the answer to that question. The picture sort of looks like the fish is dry. I asked if they were fly fishing and my friend didn't know but you can see a bait caster laying in the boat in the picture. I don't know who caught it or how or if they kept it or released it. I'm with you and hope it was released. A fish like that deserved to be released if for no other reason then it has already survived and overcome so many obstacles in its lifetime to grow that large.
