I routinely catch fish on or near the surface in the top 10' of the water column, when there is very little boat traffic. Low light helps but is not required, I have watched king salmon busting bait on the surface in the middle of a glass calm sunny day. Find big hard bait balls on the surface, getting worked by birds, that you can SEE with your eyes and smell with your nose and fish these types of areas. Minimally your sonar should be blacked out with a bait ball below you. Don't fish until you have found some good looking water. A fleet of boats with double hookups and nets flying is a good sign as well.
