I fished with Scully Garbutt in June 2011 - he is a great guide and really knows his stuff; friendly, fun, knowledgeable, hard working. It rained big time while I was there (7 inches of rain on the first night!) so the flats were pretty discolored and there were very few permit on them. He will take you to a deep water channel that stays clean, where you can cast floating crabs to cruising fish - great fun! Had a good time with tarpon in the Rio Grande river (until it discolored), and cast to medium-sized rolling fish around a couple of the little cays on the way to the lagoon. Worked one big tarpon near the river mouth, they do have larger migratory fish at certain times of the year. I stayed at Machaca Hill Lodge, which was fantastic but I believe it has just changed ownership so I cannot comment on what it is like now. The Garbutt brothers have 2 or 3 little cottages that you can rent - simple and clean with aircon, and they provide meals - if you want to focus on the fishing, they are probably a good bet.
