I've never seen anything like it. From the handle, it has the appearance that it might be a multiplier??...gives more rotation to the spool than one to one direct drive of spool from the handle??

Overall really doesn't look like a Pate to me, but does share the solid anodized frame, solid spool, and solid back of the older Pates. Looks heavy.

The reel-foot and it's attachment to the frame are decidedly crude and low tech. Makes one wonder about the actual machining of the rest of the innards.

Hopefully someone recognizes it, but you may have someone's one off or a prototype. Quite a few of them around. A fly reel, even one for salt water with a good drag is still quite a simple device and a fair number of people with design and machine shop access have built one or a few for themselves...like wrapping a rod or tying their own flies.
