Dan,

I will agree with you that time will tell - and nothing prevents a politician from talking out of both sides of their mouth; on the other hand, not every piece of house legislation gets blasted that way - the language used seems pretty strong.

In the near term, it seems like the best way to direct our efforts is towards members of the senate committee which will consider a senate version of the bill - if the bill is tabled in committee, Feinstein won't even need to vote.

I suppose it will be assigned (upon it's introduction to the senate) to the senate Energy and Natural Resources committee. I've been keeping an eye on the Senate daily register - I'll put up a post as soon as the bill is introduced to the Senate, assuming that someone else doesn't beat me to it.
