Bill,

Few people tie a nicer fly than Steve Cali; and they all catch fish.

I tend to tie all my jig hook Clousers with the eyes set back from the 60 degree bend at least a 1/2 inch but not too much farther back unless I'm using a lot of material over the hook point.

Now this doesn't mean one way is better than the other. Like others have said, it often depends upon what you are trying to achieve. One thing for sure, I don't like to wrap thread up the 60 degree bend to the hook eye like I see a lot of tiers do. That said, I don't think the fish give a hoot.

I suggest you experiment to determine what you like for eye placement.

The most important thing to me is the hook; I only tie on a 60 degree jig hook if I can get away with it - everything from buggers to to crabs - certainly all my baitfish patterns (with noted exceptions - but not many).
