I have found this common on Abel reels that are lubed with the Abel grease and neatsfoot oil combo. The two have a way of getting mixed up on the drag, and making a glue.
What cured this problem with me was cleaning all Abel lubricants off the reel, and then using Lubriplate white grease on all of the parts that need lube. Then, spread a thin amount of lock graphite powder on the drag. Then it will be silky smooth.
