Best? There are a lot of good ones. I have a William Joseph Catalyst waist pack and really like it. It has two water bottle holders, which is nice, though I often only carry one 20oz bottle or a filter/bottle. It will hold several fly boxes, depending on the size. However I usually carry just one. I use the extra space for food and a small first aid kit and sometimes a GPS. I have also carried my William Joseph packable jacket in it while sacrificing some food. Nice padding makes in comfortable to wear. Not the smallest waist pack, but not the largest either. I find in a go compromise between convenience and capacity.
