Very well said, poignant and all true. As a guide and also for my own personal safety, everyone in my skiff must were a PFD (including my dog) when my skiff is underway. I wear mine when I'm fishing solo and I put it on whenever I move the skiff and before I pull the bow-mount electric motor.
I take my own PFD when fishing out of a friend's boat and wear it when underway. So many of my pals have the required PFDs in the storage locker but it's too lake to get at them if something suddenly swamps or rolls the boat.
If drifting a river, I would never take my PFD off until my feet hit dry ground.
