actual strength of 30 lb backing?

I have some 30 lb test Cabelas dacron backing and two different spools of 30 lb Cortland backing. None of these can I get to sustain more than 20 lb force before breaking--nice clean breaks in the middle of the line, not at the knots. I've tried tests with both fishermen's scales and weights, always with a slow pull with a foot or so of line going to multiple wraps around a steel rod. Has anyone else actually tested their backing? Am I missing something? Are lines supposed to be tested wet? Thanks! Steve
